The Federal Law complements the Budget Code of the Russian Federation with a chapter on the use of the Electronic Budget state integrated information system, designed to manage public finances, in the budgeting process.
In particular, the Federal Law formalises the right of the Government of the Russian Federation to adopt decisions on subsidies and budgetary investments to foreign legal entities, including offshore companies, as well as to Russian legal entities if offshore companies directly or indirectly (through third parties) own more than 25 percent of their authorised (joint stock) capital.
